Unfortunately, there is no function to copy access rights for a specific user when creating a new user. As an alternative, you can set access rights for "[Department](/en/manual/table-management-choices-text-depts)" and "[Group](/en/manual/table-management-choices-text-groups)" in the "[Access Control](/en/manual/site-access-control)" of each site in advance, and then make the newly created user belong to an "[Department](/en/manual/table-management-choices-text-depts)" or "[Group](/en/manual/table-management-choices-text-groups)", thereby reducing the work of granting access rights on a per-user basis.
